Resin Bound Driveways in Southend-on-Sea
Southend has its own council, and that changes the process. It is a unitary authority, so unlike most of Essex there is no county council involved — Southend-on-Sea City Council is both the planning authority and the highway authority. It also has more conservation areas with active restrictions on driveways than anywhere else we cover, which is the part most likely to affect what you can actually do at your address.
The city runs from the Victorian and Edwardian terraces of Clifftown and Milton, through the inter-war and post-war suburbs spreading north towards Prittlewell and Southchurch, out to the older fishing town at Leigh. Frontage sizes, parking pressure and planning constraints differ sharply between them.
The Southend Exception: Where a Driveway Surface DOES Need Permission
Almost everywhere in Essex, a permeable resin bound surface can be laid without a planning application at any size, because the rule that requires permission only applies to surfaces water cannot pass through. Southend has an important exception, and it is one to check before anything else.
Seven of the city's conservation areas carry an Article 4 Direction, and the council is explicit that inside them planning permission is required for minor works that would be permitted development elsewhere — specifically including new hardstanding. A new driveway is new hardstanding. The seven are:
- Clifftown
- Leigh
- Leigh Cliff
- Leigh Old Town
- Milton
- Chapmanslord
- Shorefields
The reassuring part: the council makes these Article 4 applications free of charge. So it is a step and a wait, not a bill. If your address is inside one of the seven, budget the time rather than assuming the surface is exempt — and if it is outside them, the normal position applies and a permeable resin driveway needs no permission for the surface at all.
Vehicle Crossovers: One Council, and a Cost Worth Knowing About
Southend handles crossovers itself, start to finish. You apply, the council inspects the location, and if approved the council issues a quote and carries out the construction once paid — you are not arranging the kerb through your driveway contractor.
Two things to check before you apply:
- Classified roads need planning permission first. If your property fronts one, that permission has to be in place before the crossover application is submitted, not alongside it.
- A Traffic Regulation Order can cost up to £1,850. This applies where the crossover location needs parking restrictions changed — a controlled parking zone, existing waiting restrictions, or a pedestrian crossing nearby. Given how much of central Southend and the seafront sits inside controlled parking, this is a real risk here rather than a theoretical one, and it dwarfs the application fee. Establish whether it applies to your address before committing.

Coastal Ground and Salt Air
Southend sits on the Thames Estuary, and coastal exposure is a genuine factor in surfacing here rather than a sales line. Salt-laden air accelerates the breakdown of jointing sand in block paving and shortens the life of poorly specified sealants. Driving rain off the estuary tests drainage harder than an inland site.
Much of the ground is estuarine clay, which holds water and moves seasonally. A fully permeable build-up matters more here than most places — but permeability has to run through the entire structure, not just the wearing surface. A porous top over a sealed base simply moves the standing water somewhere you cannot see it.
Resin bound has no joints for salt or weeds to work into and no jointing sand to wash out, which is why it holds up well on exposed coastal frontages.
Colour on the Coast
