Resin Bound Driveways in Colchester

There is the historic core around the Dutch Quarter and the Roman walls, Victorian terraces through New Town, the redeveloped Garrison, and large modern estates out at Stanway, Highwoods, Myland and Prettygate. The Article 4 Trap in Colchester

Colchester has 25 conservation areas, and two of them carry an Article 4 Direction — a legal instrument that strips out permitted development rights you would normally rely on:

The North Station Road Direction matters directly for driveways. Among the rights it withdraws is the "formation, laying out and construction of a means of access to a highway" — in plain terms, creating a new driveway access there needs planning permission, even though the same job would be permitted development a street away. It also removes permitted development rights for "the erection, construction, maintenance, improvement or alteration of a gate, fence, wall or other means of enclosure", which catches the front wall that usually has to come down to make a driveway work.

Worth being precise about what it does not do: the Direction does not restrict the surfacing itself. So in that area the surface is fine, the access and the wall are what need permission. If your property sits in a Colchester conservation area, check the council's interactive map before anyone quotes you for groundwork.

Permitted Development and the Surface Itself

Outside those Article 4 streets, the surfacing question is usually straightforward. Laying more than five square metres of a surface water cannot pass through — solid concrete, standard block paving, sealed asphalt — requires planning permission unless the run-off is directed to a border or lawn.

Resin bound avoids the issue entirely, because water passes through the surface rather than running off it. That means no planning application for the driveway surface, whatever its size, and no need to design in a soakaway strip to satisfy the rule. Dropped Kerbs: Essex County Council, Not Colchester

Colchester City Council handles planning, but the vehicle crossing itself is Essex County Council as highway authority — two separate applications, and people regularly assume it is one.

The criterion that stops most Colchester applications is depth. Essex will not approve a crossing where the frontage parking space is less than 5 metres deep measured back from the road, by 2.5 metres wide. Plenty of terraced and older semi frontages in the town simply do not have it. Essex will also refuse where visibility is inadequate, where a mature tree would have to go, or where the crossing would sit in a lay-by or affect a bus stop or crossing point.

Ground and Drainage Around the Colne

Much of the borough sits on London Clay, with sand and gravel terraces running along the Colne valley. Which one you are on changes how the sub-base needs building, and it is not something you can judge from the surface.
