Resin Bound Driveways in Romford

Romford is not in Essex for planning purposes, and that catches people out. It sits in the London Borough of Havering, which means the rules that apply a few miles up the road in Brentwood or Billericay do not apply here — different authority, different process, different costs. If you have been given advice by a contractor working mainly in Essex, it is worth checking it against Havering's own rules.

Dropped Kerbs in Havering: One Council, and Rules Essex Does Not Have

In Essex, a driveway access means two separate applications — the county council for the crossing and the district council for planning. In Havering, one authority handles both, which is simpler, but the borough attaches conditions that Essex does not.

Three things worth knowing before you commit:

There is a £261 non-refundable application fee. You pay it whether or not the crossing is approved, so it is worth being confident the application is sound before submitting.
Only the council or its approved contractors may build the crossing. Havering is explicit that it is illegal for anyone else to construct a dropped kerb — and that an unauthorised one will be removed at the property owner's expense. This is the single biggest difference from working in Essex, and it means no driveway company can legitimately offer to "do the kerb" for you here as part of the job.
Some Havering roads require planning permission before you can even apply for the crossing. The council publishes a list of which roads those are — check yours against it first.

Havering's current policy dates from April 2023 and sets a desirable total crossing width of 4.5 metres, made up of a 2.7 metre dropped section with a 0.9 metre ramp kerb at each end. The policy is explicit about limiting impact on street trees, which matters on Romford's older residential roads.

Conservation Areas Across Havering

Havering has 11 conservation areas. The Romford Conservation Area was designated in 1968 and covers the Market Place and the group of older buildings at its western end, around the ancient crossroads where North Street, South Street, High Street and Market Place meet.

Three Havering conservation areas carry an Article 4 Direction, which withdraws permitted development rights that apply everywhere else:

Gidea Park — the Article 4 here is the one most likely to affect a driveway project, and Gidea Park's architectural significance as a planned estate is exactly why it exists.
Cranham — permission is required for gates, walls, fences or other means of enclosure. That directly catches the front wall that usually has to be opened up to create a driveway.
Havering-atte-Bower — permission required for satellite dishes.

Romford Conservation Area itself does not carry one. Separately, there are Article 4 Directions covering houses in multiple occupation across the Brooklands, Romford Town, Gooshays and Heaton wards — nothing to do with driveways, but worth knowing they exist if you are researching your address and come across them.

The Surface: No Permission Needed if It Drains

Whatever the borough, the rule on the surface itself is national. Front-garden surfacing that water cannot pass through needs planning permission above five square metres, unless run-off is directed to a border or soakaway. That covers solid concrete, sealed asphalt and conventional block paving.

Resin bound drains through, so it is outside that rule at any size — no application for the surface, and no need to design in a drainage strip to comply. In a borough where the crossing already carries a fee and its own approval process, having one fewer permission to chase is worth something.

Ground Conditions in Romford

Romford largely sits on London Clay, with river terrace gravels following the Rom and the Ingrebourne. Clay holds water and moves with the seasons, which is what produces the ponding, moss and surface movement you see on older impermeable driveways across the borough.

Permeability has to run through the whole build-up to be worth anything — a porous top over a sealed or under-specified base just hides the water rather than dealing with it. Establishing what is actually under your existing driveway is the main job at survey.

Colour and Finish
