Brentwood is a driveway town. Large detached frontages along Queens Road and Priests Lane, the villages at South Weald and Great Warley, and the commuter belt through Shenfield and Hutton where a second car is the norm rather than the exception. Since Shenfield became the eastern terminus of the Elizabeth line, pressure on off-street parking around those stations has only gone one way.

Brentwood also has two planning constraints that catch people out more often than anywhere else we work: an unusually large amount of Green Belt, and thirteen conservation areas covering a lot of the borough's best streets.

Around 89% of Brentwood borough lies within the Metropolitan Green Belt — the sixth highest proportion of any local authority area in England. Most borough residents live in or beside it.

For a driveway inside your existing garden this usually changes nothing. Where it bites is when the plan involves taking in land beyond your current garden boundary — squaring off a frontage onto adjoining land, or widening onto a verge or paddock. The council's position is that extending domestic curtilage into the Green Belt causes exactly the creeping urbanisation the designation exists to prevent, through hardstandings, walls and fencing, and garden extensions into the Green Belt will not be permitted.

Practically: if your driveway plan stays inside your existing boundary you are almost certainly fine. If it needs more land, get that answered by Brentwood Borough Council before anyone quotes for it.

Brentwood has 13 conservation areas: Brentwood Town Centre (formed by amalgamating the former Wilson's Corner, Chapel and Hart Street areas), South Weald, Great Warley, Weald Park, Thorndon Park, Warley Place, Blackmore, Fryerning, Highwood Hospital, Ingatestone High Street, Station Lane, Ingatestone, and — both places we cover in their own right — Hutton Village and Herongate. Ingatestone carries two of the thirteen on its own.

Inside a conservation area, permitted development rights are narrower than elsewhere, and the borough also has Article 4 Direction areas shown on the Local Plan proposals map, which withdraw specific rights street by street. Eight of the thirteen appraisals have been completed, all carried out by Essex County Council's historic buildings and conservation team, and those documents are the fastest way to see exactly where a boundary runs. If you are inside one, check before committing to groundwork.

Almost never, if it is permeable. The rule that catches homeowners applies to surfaces water cannot pass through — solid concrete, sealed asphalt, conventional block paving — where anything over five square metres in a front garden needs a planning application unless run-off is routed to a border or soakaway.

Resin bound drains through the surface, so it falls outside that requirement at any size. On a large Brentwood frontage that is a meaningful difference: an impermeable driveway of the size common here would need either permission or a drainage design, and resin bound needs neither.

Planning sits with Brentwood Borough Council, but the vehicle crossing is Essex County Council as highway authority — two applications, not one, and permission from one is not permission from the other.

Two of Essex's refusal grounds bite hardest in Brentwood specifically. The borough's better residential roads are characterised by wide grass verges and mature street trees, and Essex will not approve a crossing that requires removing a mature tree or crossing a large verge. The other common blocker is depth: the frontage parking area must be at least 5 metres deep, measured back at right angles from the road. Larger Brentwood plots usually clear that easily — the older terraces nearer the town centre often do not.

Getting the sub-base right for the ground you actually have is the part that determines whether a driveway is still draining properly in ten years, and it is where most of the survey time goes.
